This website has been created and is operated by the Defence team representing Mr. IENG Sary before the Extraordinary Chambers in the Courts of Cambodia. The justification and rationale for this website is set out in a letter from the Co-Lawyers in the Defence team to the Director and Deputy Director of Administration at the ECCC. The Defence team will endeavour to regularly update the site with all public filings that the Defence generates so that the complex proceedings are as transparent as possible.

“…the current practice by the Judicial Chambers and Co-Investigating Judges at the ECCC, of suppressing Defence filings which may be embarrassing or which call into question the legitimacy and judiciousness of acts and decisions of the judges, all under the fig leaf that these are necessary measures to protect the supposed confidentiality and integrity of the investigation or judicial decision-making process, must be discontinued without exception. Submissions which are solely the work of the Defence team and which do not relate to the substance of the ongoing judicial investigation but relate solely to legal issues, must be debated under the watchful eye of the public. To allow non-confidential issues to be debated behind closed doors not only deprives Mr. IENG Sary of a fair and public trial but also deprives Cambodia of a demonstration of how complex trials for the most serious crimes can be conducted openly and transparently.”

Mr. Michael G. KARNAVAS (Foreign Co-Lawyer) is member of the Alaska Bar, and former President of the Association of Defence Counsel of the International Criminal Tribunal for the Former Yugoslavia (ADC-ICTY) (2006-09). Mr. Karnavas has practiced law since 1982 and as a defence lawyer since 1984. He has also taught trial advocacy skills for the past 22 years and lectured widely on international criminal law and justice around the world. In 1995 and 1996 he worked in Cambodia with the Cambodian Defender Project (CDP) and the Cambodian Court Training Project. For the past 11 years he has been defending clients before the Yugoslavia tribunal, firstly as lead counsel for Colonel Vidoje Blagojević, charged with complicity to commit genocide at Srebrenica and then as lead counsel for Dr. Jadranko Prlić, charged with large scale ethnic cleansing in Bosnia Herzegovina. Mr. ANG Udom (Cambodian Co-Lawyer) worked as a criminal defence lawyer at the Cambodian Defenders Project and the Legal Aid of Cambodia. Mr ANG has managed his own law firm since 1999 and was the Head of the Legal Unit at the Center for Social Development. He has been a member of the Bar Association of the Kingdom of Cambodia since 1997.
Mr. SO Mosseny (Case Manager) was admitted to the Bar Association of the Kingdom of Cambodia in December 2003. He previously worked at the Center for Social Development, a local NGO, as the deputy manager of the Court Watch Project. He obtained his Master of Law from Pannasastra University of Cambodia in 2008. He is also a part-time Law Lecturer at the University of Cambodia since 2010.
Ms. Tanya PETTAY (Legal Consultant) obtained her Juris Doctor degree in 2007 and has been admitted to the Indiana Bar. Before joining the IENG Sary Defence team, she worked for the Prlic Defence team at the ICTY.
Ms. Helen SULLIVAN (Legal Consultant) obtained her Juris Doctor degree in 2007 and has been admitted to the New Hampshire Bar.  In 2011, she obtained an LL.M. degree cum laude in International Law of Human Rights and Criminal Justice from Universiteit Utrecht in the Netherlands.  Prior to joining the IENG Sary Defence team, she worked as a public defender in the United States and interned with the Prlić Defence team at the ICTY.
Ms. Suzana TOMANOVIĆ (Expert Consultant) is licensed to practice law in Bosnia and Herzegovina and has 26 years of experience in the legal field.  For the past eleven years, she has been defending clients before the ICTY.  She currently represents an accused before the ICTY and an accused before the War Crimes Chamber of the Court of Bosnia and Herzegovina.  She is also on the list of attorneys admitted to practice before the International Criminal Court.
Mr. Michael VICKERY (Expert Consultant) is a preeminent scholar of Angkorian history (15th-16th century), and is considered one of the most renowned experts on modern Cambodian history, having studied Cambodian history since 1960.  He speaks fluent Khmer.  Mr. Vickery obtained his PhD in History from Yale University.  He has published numerous books and articles about Cambodian history, including Cambodia 1975-1982 and Kampuchea, Politics, Economics and Society.
